ينفذ قطاع التنظيم والتراخيص بالشراكة مع الجهات الرقابية الاتحادية والمحلية في الدولة، حملات تفتيشية مشتركة لزيادة وعي الشركات المزاولة لأنشطة البريد والتوصيل السريع بالممارسات المخالفة للقوانين والأنظمة السارية وتثقيفهم بحقوقهم وواجباتهم. وتهدف هذه الحملات إلى تهيئة بيئة آمنة تضمن حقوق المستهلكين من خلال الحد من الممارسات غير المشروعة في السوق وتعزيز المساءلة لدى الشركات. وتأتي هذه المبادرة في إطار الجهود المستمرة لقطاع التنظيم والتراخيص في تعزيز الشراكات مع الجهات الرقابية والالتزام بتطوير السياسات والإجراءات وفق أفضل الممارسات لضمان بيئة تنظيمية متكاملة تدعم تنافسية الشركات والنمو المستدام.

In partnership with federal and local regulatory bodies, the Regulatory and Licensing Sector carries out joint inspection campaigns aimed at increasing awareness among companies engaged in postal and express delivery activities about practices that violate existing laws and regulations. These campaigns also aim to educate companies about their rights and obligations.

The initiative seeks to create a safe environment that protects consumer rights by limiting unlawful market practices and enhancing corporate accountability. This effort is part of the Sector's ongoing commitment to strengthening regulatory partnerships and developing policies and procedures in line with best practices, ensuring a comprehensive regulatory environment that promotes business competitiveness and sustainable growth.

The Regulatory and Licensing Sector conducts joint inspection campaigns in collaboration with federal and local regulatory authorities across various emirates of the UAE.

نظم قطاع التنظيم والتراخيص ثلاث ورش عمل خلال الربع الأخير من هذا العام، بمشاركة أكثر من 400 ممثل من شركات قطاع البريد والتوصيل السريع، وأبرز شركات التدقيق. ومن أهم أهداف تلك الورش، رفع مستوى الوعي لضمان امتثال الشركات العاملة في القطاع بالقوانين والأنظمة السارية وتعريفهم باللوائح الصادرة عن لجنة تنظيم قطاع البريد، وتعزيز الوعي بالقوانين المتعلقة بالالتزامات المالية.

The Regulatory and Licensing Sector organized three workshops during the last quarter of this year, engaging over 400 representatives from postal and courier companies, including leading audit firms, part of its commitment to raise the level of awareness and compliance in the CEP sector. 

These workshops aimed to update stakeholders on the latest laws and regulations issued by the Postal Sector Regulatory Committee, and to address knowledge gaps related to financial obligations.

نظّمت لجنة تنظيم قطاع البريد ورشة عمل بعنوان "التوطين في قطاع البريد والتوصيل السريع"، بالتعاون مع وزارة الموارد البشرية والتوطين ومجلس تنافسية الكوادر الإماراتية (نافس) ومجلس تنمية الموارد البشرية الإماراتية. واستهدفت الورشة الشركات العاملة في قطاع البريد والتوصيل السريع، وذلك في إطار تعزيز الوعي بالقوانين الناظمة لنسبة التوطين في شركات القطاع الخاص، وآليات تحقيق المستهدفات المطلوبة وكيفية الاستفادة من الدعم الذي يوفره "نافس".

واستعرض الممثلون عن الجهات المشاركة في الورشة الجهود المشتركة لتعزيز التوطين في القطاع الخاص من خلال المبادرات المخصصة لتدريب الكوادر الإماراتية وتنمية قدراتهم لتأهيلهم للالتحاق بسوق العمل، وتنويع منافذ التواصل مع الجهات المعنية للوصول إلى الكوادر الإماراتية ممن يلبون المتطلبات الوظيفية المخصصة للشركات. كما تناولت الورشة آليات احتساب نسبة التوطين والقوانين والأنظمة التي يجب على الشركات الالتزام بها ومراعاتها.

وقال محمد خالد بن سلمان، المدير التنفيذي لقطاع التنظيم والتراخيص في لجنة تنظيم قطاع البريد: "تعكس هذه المبادرة حرصنا على المساهمة في تحقيق الرؤية الاستراتيجية لحكومة دولة الإمارات، والرامية إلى رفع معدلات توطين الوظائف وتعزيز مشاركة الكوادر المواطنة في القطاع الخاص واستثمار مواهبهم وإمكانياتهم ليقودوا عجلة التطوير الاقتصادي الذي تشهده الدولة. ونؤكد أنّ اللجنة تحرص دوماً على تزويد الشركات العاملة في قطاع البريد والتوصيل السريع بالمستجدات، وخصوصاً في مجال القوانين والتشريعات الناظمة لعملها، بما يضمن امتثالها والتزامها ويعزز بيئة العمل ضمن القطاع".

وتعمل لجنة تنظيم قطاع البريد على تنظيم الورشات المتعلقة بالتوطين في قطاع البريد والتوصيل السريع بشكل مستمر، وخصوصاً الورشات الافتراضية لضمان وصول القوانين والتحديثات إلى كافّة الشركات العاملة في القطاع وبقاءها على إطلاع دائم لممارسة أعمالها بالشكل الأمثل.

The Postal Sector Regulatory Committee conducted a workshop titled ‘Emiratisation in the Postal and Courier, Express and Parcels (CEP) Sector’, in partnership with the Ministry of Human Resources and Emiratisation, the Emirati Talent Competitiveness Council (Nafis) and the Emirates Human Resources Development Council. 

These workshops aim to provide businesses in the industry with regular updates on the latest rules and developments, ensuring they remain informed to better practice their operations and comply with regulations. The workshop specifically focused at raising awareness among postal and CEP companies about the regulations that govern Emiratisation rates in the private sector. The key goal was to provide further guidance to help companies develop strategies for achieving Emiratisation targets while leveraging the support offered by ‘Nafis’. 

During the session, representatives from the participating partner entities discussed their collaborative efforts to strengthen Emiratisation in the private sector through specialised initiatives focused on training and developing Emirati talent. They also emphasized the importance of expanding communication channels between relevant entities and companies looking to identify Emirati talents that meet particular employment requirements. The workshop further shed light on precise methods for calculating Emiratisation rates and provided clarity on the laws and regulations that companies must comply with.

Mohamed Khalid Bin Sulaiman, Chief Regulatory and Licensing Officer at the Regulatory and Licensing Sector, said: “The initiative underscores the commitment of the Postal Sector Regulatory Committee to contribute towards achieving the UAE’s strategic vision, which aims at increasing job prospects for Emiratis through encouraging private businesses to hire Emirati talents and use their skills and abilities to boost the nation’s economic growth. We reaffirm our dedication towards ensuring companies in the postal and CEP sector are informed about legislative changes and adhere to best practices, fostering a productive and compliant working environment.”

The Postal Sector Regulatory Committee remains committed to organizing similar workshops to keep the industry informed and aligned with national objectives, supporting sustainable growth and development across the sector.

The Postal Sector Regulatory Committee Advances Emiratisation Awareness Among Postal and CEP Companies

أعلنت لجنة تنظيم قطاع البريد عن تشكيل "اللجنة الاستشارية لقطاع البريد والتوصيل السريع"، والتي تضم في عضويتها الرؤساء التنفيذين لأبرز الشركات العاملة في مجال البريد والتوصيل السريع في دولة الإمارات، وذلك بهدف تعزيز الشراكة بين القطاعين العام والخاص، حيث تهدف اللجنة بتوفير منصة تواصل مباشرة مع شركات التوصيل لأخذ مرئيات القطاع والتعريف بأفضل الممارسات واقتراح المبادرات والسياسات للارتقاء بقطاع التوصيل ومشاركة القطاع الخاص في العملية التشريعية ، مما يساهم بترسيخ مكانة دولة الإمارات كمركز لوجستي بارز على مستوى العالم. كما ستساعد اللجنة الاستشارية بتحديد فرص النمو ووضع الاستراتيجيات الأمثل لرسم الملامح المستقبلية للقطاع وتعزيز استدامته.

واستعرض محمد خالد بن سليمان، المدير التنفيذي لقطاع التنظيم والتراخيص في لجنة تنظيم قطاع البريد خلال الاجتماع الأول للجنة الاستشارية ،أهم مبادرات لجنة تنظيم قطاع البريد، والتي تهدف إلى تحسين قطاع التوصيل، ورفع مستوى الخدمات، وخلق بيئة تنافسية عادلة، وتشجيع دخول الشركات الناشئة في القطاع اللوجستي، حيث تلعب دوراً حيوياً في تمكين الشركات من ممارسة أعمالها وأنشطتها بتنافسية عالية، وذلك بمواكبة المتطلبات المتغيرة في القطاع.

 وفي هذا الصدد، قال بن سليمان: "يعتبر القطاع اللوجستي من أبرز الروافد الاقتصادية لدولة الإمارات، وبفضل الموقع الجغرافي الاستراتيجي للدولة والبنية التحتية المتكاملة، حيث تتخذ العديد من الشركات العالمية من الدولة مقراً لمراكزها الرئيسية. وأضاف بن سليمان: "تعكس اللجنة الاستشارية التزامنا بالشفافية والمهنية في تنظيم شؤون القطاع، وحرصنا على تعزيز سُبل التعاون مع الشركات ومشاركة أصحاب المصلحة باتخاذ القرارات التي تصب في مصلحة القطاع، والمساهمة بدفع عجلة التنمية الاقتصادية وتحقيق مستهدفات رؤية نحن الإمارات 2031".

The Postal Sector Regulatory Committee has established an ‘Advisory Committee for the Postal and Courier, Express and Parcels (CEP) Sector,’ bringing together distinguished leaders within the postal, CEP, and logistics industries in the United Arab Emirates. This strategic initiative aims to enhance collaboration between public and private companies, providing a direct communication platform to gather valuable industry insights, introduce best practices, and propose initiatives and regulations. By actively engaging the private sector in the legislative process, the Committee aims to drive industry growth.

Additionally, the Advisory Committee will play a vital role in identifying new opportunities, developing effective strategies to shape the sector's future, and promoting its sustainable development, further solidifying the UAE's position as a leading global logistics hub.  

During the Advisory Committee’s inaugural meeting, Mohamed Khalid Bin Sulaiman, Chief Regulatory and Licensing Officer at the Regulatory and Licensing Sector, highlighted key initiatives undertaken by the Postal Sector Regulatory Committee. These initiatives include strengthening the Postal and CEP sectors, enhancing service quality, fostering fair competition, and attracting new startups. This approach enables companies to navigate business conditions with a competitive advantage while adapting to the evolving demands of the industry.

Bin Sulaiman said, "The logistics sector is a vital economic pillar of the UAE. With its strategic geographic location and integrated infrastructure, the UAE  has become the preferred choice for many global CEP companies establishing their regional headquarters.”
"By forming the Advisory Committee, we reaffirm our commitment to transparent and professional regulation of the sector. This Committee allows us to fortify collaboration, engage stakeholders in decision-making, and drive initiatives that will shape the future of logistics in the UAE," he added.

He further emphasized, “Through this committee, we align our efforts with the 'We the UAE 2031' vision, aiming to drive economic development, foster sustainable growth, and create an innovative logistics ecosystem that elevates the UAE’s global standing."

وقع مجلس تنمية الموارد البشرية الإماراتية في دبي مذكرة تفاهم مع قطاع التنظيم والتراخيص التابع للجنة تنظيم قطاع البريد، بهدف تعزيز التوطين في الشركات الخاصة التي تعمل ضمن قطاع البريد والتوصيل السريع. وتأتي هذه الخطوة انطلاقاً من جهود الطرفين لدعم الأهداف الوطنية لدولة الإمارات من خلال تعزيز فرص العمل أمام المواطنين الإماراتيين وتسهيل اندماجهم في سوق العمل ضمن القطاع الخاص.

ووقع على مذكرة التفاهم كلٌّ من عبد العزيز الفلاحي، مشرف عام عمليات التوظيف في مجلس تنمية الموارد البشرية الإماراتية، ومحمد خالد بن سليمان، المدير التنفيذي لقطاع التنظيم والتراخيص، وذلك بحضور سعادة عبدالله علي بن زايد الفلاسي، نائب رئيس مجلس تنمية الموارد البشرية الإماراتية في دبي ومدير عام دائرة الموارد البشرية في دبي.

وتركّز هذه المذكرة على تمكين وصول الكوادر الوطنية إلى مجتمع يضم أكثر من 160 شركة خاصة ضمن قطاع البريد والتوصيل السريع، وإتاحة مسارات مهنية متنوعة للإماراتيين من خلال مبادرات توظيف مخصصة، وبرامج تدريبية شاملة، وفرص تطوير مهني تهدف إلى تمكين الكوادر الإماراتية وضمان جاهزيتها للنجاح في القطاع الخاص والمساهمة بفعالية في تحقيق الأهداف الاقتصادية والاستراتيجية للدولة.

وفي تعليق له، قال معالي المهندس سلطان بن سعيد المنصوري، رئيس مجلس تنمية الموارد البشرية الإماراتية: "تعزز مذكرة التفاهم مع لجنة تنظيم قطاع البريد جهودنا لتسريع التوطين في القطاع الخاص، ومن خلال تعزيز فرص التوظيف ضمن الشركات العاملة في قطاع البريد والتوصيل السريع، فإننا نوفر للمواهب الإماراتية إمكانية تطوير مهاراتهم والازدهار في بيئات عمل تنافسية."

وأضاف محمد خالد بن سليمان، المدير التنفيذي لقطاع التنظيم والتراخيص: "تندرج مذكرة التفاهم مع مجلس تنمية الموارد البشرية الإماراتية في إطار جهودنا لربط الشركات الخاصة ضمن قطاع البريد والتوصيل السريع مع المواهب الإماراتية، بما يساهم في دعم جهود التوطين على مستوى الدولة ويعود بالنفع على الشركات الخاصة من خلال الاستفادة من إمكانيات الكوادر الإماراتية وكفاءتها. ونؤكد من خلال هذا التعاون التزام اللجنة التام بالمساهمة بتطوير الكوادر الإماراتية وضمان جاهزيتها للقيادة والابتكار في قطاعات البريد والخدمات اللوجستية، من خلال ورش العمل التي تعقدها اللجنة بالتعاون الشركاء الرئيسيين من القطاع الحكومي".

ويجدر بالذكر أن مجلس تنمية الموارد البشرية الإمارتية في دبي تأسس بمرسوم صادر عن صاحب السمو الشيخ محمد بن راشد آل مكتوم، نائب رئيس الدولة رئيس مجلس الوزراء حاكم دبي، رعاه الله، ويضم في عضويته ممثلين عن القطاعين الحكومي والخاص، ويهدف المجلس إلى إيجاد جهة مرجعيّة تمثل الجهات المعنية بتنمِية الموارد البشرية الإماراتية في القطاع الخاص في دبي، والتأكُّد من وجود بيئة جاذبة ومُحفِّزة فيه لاستقطاب الموارد البشرية الإماراتية، وضمان مواءمة مخرجات التعليم للطلبة الإماراتيين مع متطلبات سوق العمل في الإمارة وفق القطاعات ذات الأولوية الاستراتيجية.

The Emirati Human Resources Development Council (EHRDC) in Dubai signed a Memorandum of Understanding (MoU) with the Regulatory and Licensing Sector of the Postal Sector Regulatory Committee, with an aim of enhancing Emiratisation across companies operating in the Courier, Express and Postal sector (CEP). The partnership is a result of the efforts of both parties to support the UAE’s national goals by creating more opportunities for Emirati nationals and supporting their integration into the private sector’s workforce.

The MoU was signed by Abdulaziz Al Falahi, Emiratisation Recruitment Superintendent at the Emirati Human Resources Development Council, and Mohamed Khalid Bin Sulaiman, Chief Regulatory and Licensing Officer at the Regulatory and Licensing Sector, in the presence of H.E. Abdullah Ali bin Zayed Al Falasi, Deputy Chairman of the Emirati Human Resources Development Council in Dubai and Director-General of the Human Resources Department in Dubai.

The MoU focuses on enabling national cadres to access a community of over 160 private companies within the CEP sector. It seeks to provide diverse career opportunities for Emirati nationals through dedicated employment initiatives, comprehensive training programs and professional development programs to empower Emirati cadres, further ensuring their readiness to succeed in the private sector and contribute effectively to the nation’s economic and strategic goals.

His Excellency Eng. Sultan bin Saeed Al Mansoori, Chairman of the Emirati Human Resources Development Council, commented, “The MoU with the Postal Sector Regulatory Committee strengthens our efforts to accelerate Emiratisation within the private sector. By expanding opportunities within companies operating in the postal and express delivery sector, we are offering Emirati talents the chance to grow their skills and thrive in competitive business environments.”

Mohamed Khalid Bin Sulaiman, Chief Regulatory and Licensing Officer at the Regulatory and Licensing Sector, said: “The MoU with EHRDC comes in line with our broader efforts to connect private sector companies operating within the CEP sector with Emirati talents. The key goal is to contribute to supporting the Emiratisation efforts nationally and benefit private sector companies by leveraging the capabilities and efficiency of Emirati cadres. Through this collaboration, we reaffirm the Committee’s commitment to contributing to the development of Emirati cadres and ensuring their readiness for leadership and innovation in the postal and logistics sectors through workshops with our key government partners. 

The Emirati Human Resources Development Council in Dubai was established by a decree issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. It includes representatives from both the government and private sectors, aiming to create a reference entity representing stakeholders involved in the development of Emirati human resources in the private sector in Dubai, ensuring an attractive and stimulating environment for attracting Emirati human resources, and ensuring the alignment of Emirati students' educational outcomes with the labor market requirements in the emirate according to strategic sectors.
