في إطار جهودنا المستمرة لتعزيز معايير السلامة، ودعم الاستدامة، وضمان الامتثال الكامل للأنظمة الوطنية والدولية، نظم قطاع التنظيم والتراخيص في مجموعة بريد الإمارات، بالتعاون مع مجرى، الصندوق الوطني للمسؤولية المجتمعية، والهيئة العامة للطيران المدني، ورشة توعوية بعنوان «تعزيز الاستدامة والسلامة في قطاع البريد والتوصيل السريع».
وافتتحت الجلسة بكلمة تعريفية من مجرى، الصندوق الوطني للمسؤولية المجتمعية، بصفته الذراع الاتحادي الداعم للمشاريع المستدامة والمؤثرة، والشراكات الاستراتيجية التي تعزز ممارسات الأعمال المسؤولة. وخلال الورشة، تم تسليط الضوء على مبادرات مجرى الوطنية في مجال الاستدامة، وأهمية تبني ممارسات البيئة والمسؤولية المجتمعية والحوكمة المؤسسية في تطوير القطاع اللوجستي والتوصيل.
كما تم استعراض وسام الأثر المجتمعي، الذي حظي باهتمام كبير من شركات القطاع، كونه إطارًا يسهم في تعزيز دور المؤسسات من تقديم قيمة مجتمعية واقتصادية مستدامة.
كما تضمنت الورشة جلسة توعوية قدمها مختصون من قسم المواد الخطرة في الهيئة العامة للطيران المدني، ركزت على إرشادات التعامل الآمن ونقل المواد الخطرة بما يتماشى مع المعايير الوطنية والدولية، وتطرقت الورشة كذلك إلى متطلبات CAR Part VI، ومعايير CBTA، والإجراءات الرئيسية اللازمة لضمان عمليات آمنة ومتوافقة مع اللوائح.
وتعكس هذه المبادرة التزامنا المشترك مع مجرى والهيئة العامة للطيران المدني بتعزيز الاستدامة، وترسيخ السلامة والامتثال التنظيمي، ودعم التميز التشغيلي في قطاع البريد والتوصيل السريع، بما ينسجم مع أهداف دولة الإمارات طويلة الأمد ومعايير البيئة والمسؤولية المجتمعية والحوكمة المؤسسية.

In line with our ongoing efforts to enhance safety standards, promote sustainability, and ensure full compliance with national and international regulations, the Regulatory and Licensing Sector at Emirates Post Group, in collaboration with UAE Majra – the National CSR Fund and the General Civil Aviation Authority (GCAA), organized an awareness workshop titled “Advancing Sustainability and Safety in the CEP Sector.”
The session opened with an introduction from UAE Majra, the National CSR Fund, a federal entity driving the UAE’s sustainability and ESG agenda through impactful national programs and partnerships that promote responsible business practices. The session highlighted Majra’s national sustainability initiatives and emphasized the importance of adopting Environmental, Social, and Governance (ESG) practices to strengthen responsible logistics, enhance operational resilience, and support long-term sector sustainability. Majra also introduced the Impact Seal, which received strong interest from companies across the sector as a framework that supports institutions in delivering meaningful social and economic value.
This was followed by an awareness session delivered by specialists from the GCAA Dangerous Goods Section, who guided companies on the safe handling and transport of dangerous goods in accordance with national and international standards, and highlighted CAR Part VI requirements, CBTA standards, and key procedures necessary to ensure safe, compliant, and efficient CEP operations.
This initiative reflects our joint commitment with UAE Majra and the GCAA to advancing sustainability, reinforcing safety and regulatory compliance, and promoting operational excellence across the sector, in alignment with the UAE’s long-term development and ESG objectives.

استقبل معالي سلطان بن سعيد المنصوري، رئيس اللجنة العليا للتحضير والإشراف على مؤتمر الاتحاد البريدي العالمي الثامن والعشرين، أعضاء اللجنة العليا والجهات والمؤسسات الوطنية التي دعمت استضافة أعمال مؤتمر الاتحاد البريدي العالمي الثامن والعشرين – دبي 2025، ضمن حفل تكريم خاص أقيم في مجلس غرف دبي تقديرًا لجهودهم في إنجاح الحدث العالمي وتعزيز صورة دولة الإمارات كمنصة رائدة للحوار الدولي، ومركز عالمي لصناعة مستقبل الخدمات البريدية واللوجستية.

وجاء هذا التكريم تتويجًا للنجاح الكبير الذي حققته استضافة المؤتمر والذي جمع أكثر من 2200 مشارك من 192 دولة، وأسفر عن اعتماد "استراتيجية دبي 2026–2029" بوصفها خارطة الطريق الجديدة لتطوير القطاع البريدي العالمي، إلى جانب انتداب دولة الإمارات لمتابعة تنفيذ محاور الاستراتيجية الجديدة من خلال "خطة عمل دبي", التي ستقودها الدولة خلال الأعوام الأربعة المقبلة، بصفتها رئيسة المجلس الإداري للاتحاد، وانتخابها لعضوية مجلس العمليات البريدية للاتحاد البريدي العالمي.

المنصوري: صورة مشرّفة وتكامل وطني يجسّد رؤية القيادة وأعرب معالي سلطان بن سعيد المنصوري عن فخره بما حققته دولة الإمارات من نجاح نوعي في استضافة هذا الحدث التاريخي، مؤكدًا أن هذا الإنجاز جاء ثمرة عمل وطني مشترك وتكامل مؤسسي جسّد رؤية القيادة الرشيدة في بناء منظومة حكومية متكاملة ومبدعة. وقال معاليه: "يُجسّد هذا النجاح الصورة المشرّفة لدولة الإمارات على الساحة الدولية، ويعكس قدرتها على قيادة التغيير وصناعة المستقبل من خلال العمل الجماعي والتعاون الوثيق بين مختلف الجهات الحكومية وشبه الحكومية والخاصة. لقد شكّل مؤتمر الاتحاد البريدي العالمي منصة عالمية أبرزت مكانة دولتنا كجسر للتواصل بين الأمم، ومركز للحلول المبتكرة في القطاعات اللوجستية والتجارة الرقمية والتنمية المستدامة."

الواحدي: مخرجات المؤتمر ترسم ملامح مستقبل القطاع من جهته، ثمّن طارق الواحدي، الرئيس التنفيذي لسفن إكس (7X)، الجهة المنظّمة للمؤتمر بوصفها الممثل الرسمي لعضوية دولة الإمارات في الاتحاد البريدي العالمي، جهود جميع الجهات التي أسهمت في إنجاح المؤتمر، مؤكدًا أن هذا الإنجاز الوطني تحقق بفضل روح التعاون التي جمعت الشركاء من مختلف القطاعات.

وأضاف الواحدي: "تمثّل المخرجات التي أسفر عنها المؤتمر نقطة تحول محورية في مسيرة القطاع البريدي واللوجستي العالمي، والتي تجلّت باعتماد (استراتيجية دبي 2026–2029) التي ستوجّه مسار العمل الدولي نحو التحوّل الرقمي والاستدامة وتكامل الشبكات البريدية واللوجستية. ونؤكد التزامنا بمواصلة العمل مع شركائنا لترجمة هذه المخرجات إلى مبادرات عملية تدعم أهداف التنمية الاقتصادية والتجارية، وتُعزّز مكانة دولة الإمارات كمحور رئيسي في منظومة التجارة العالمية."

وتستند استراتيجية دبي 2026–2029 إلى رؤية شاملة ترتكز على تطوير الأطر التنظيمية وتحسين التزام الدول الأعضاء بمعايير الجودة وتوسيع نطاق الوصول إلى الخدمات البريدية، بالإضافة إلى تسريع تبنّي الابتكار والتحوّل الرقمي، بما يشمل تطوير منتجات وخدمات ذكية تتمحور حول المتعاملين، والاستجابة لتطورات التجارة الإلكترونية، وتكامل الحلول الرقمية في نقاط الوصول البريدي، فضلًا عن تمكين التنمية البريدية المستدامة عبر بناء القدرات المؤسسية وتوسيع آفاق التعاون الفني والشراكات بين القطاعين العام والخاص، بما يعزّز الشمول الاقتصادي والاجتماعي ويسهم في تحقيق أهداف التنمية المستدامة عالميًا.

H.E. Sultan bin Saeed Al Mansoori, Chairman of the Supreme Committee for the Preparation and Supervision of the 28th Universal Postal Congress, acknowledged members of the Supreme Committee and other national entities for their contributions to hosting the 28th Universal Postal Congress – Dubai 2025. Held at the Dubai Chambers Majlis, the recognition ceremony honoured their efforts in ensuring the success of this global event and in reinforcing the UAE’s position as a global hub for international dialogue, and an innovator in shaping the future of postal and logistics services.

The recognition speaks to the remarkable success of hosting the Congress, which brought together more than 2,200 participants from 192 countries and adopted the ‘Dubai Strategy 2026-2029’ as the new framework for advancing the global postal sector. As the Chair of the Universal Postal Union (UPU) Council of Administration and a member of UPU Postal Operations Council, the United Arab Emirates was chosen to oversee the new strategy's implementation through the ‘Dubai Business Plan’, which it will monitor over the next four years.

The UAE's remarkable success in hosting this historic event was praised by H.E. Sultan bin Saeed Al Mansoori, who reaffirmed that the accomplishment was the result of joint national efforts and institutional integration that supported the wise leadership’s vision of building an integrated and innovative government ecosystem.

His Excellency said, “This achievement reflects the UAE's capacity to drive change and define the future through teamwork and strong cooperation among government, semi-government, and private entities, thereby strengthening the country's reputation on the global stage. The Universal Postal Congress served as a global platform that highlighted our country’s role as a bridge for communication among nations and a transformative hub for innovative solutions in logistics, digital trade, and sustainable development.”

Tariq Al Wahedi, Group CEO of 7X, the organising entity of the Congress and the UAE's official representative to the UPU, praised the work of all organisations that contributed to the event's success on a national level. In his remarks, Al Wahedi emphasised that this national milestone was realised through a collaborative mindset that united partners across various sectors.

Al Wahedi stated, “The outcomes of the Congress signal a significant turning point for the global postal and logistics sector, as evidenced by the adoption of the ‘Dubai Strategy 2026–2029’ which intends to direct global efforts towards digital transformation, sustainability, and the integration of postal and logistics networks. We pledge to collaborate with our partners to transform these results into concrete projects that advance economic and trade development, while upholding the UAE’s position in the global trade ecosystem.”

The Dubai Strategy 2026–2029 is built on a holistic vision focused on developing regulatory frameworks, strengthening commitment to quality standards, and expanding access to postal services. Additionally, it accelerates innovation and digital transformation to promote the development of smart and customer-focused offerings, strategic steps to address e-commerce advancements, and seamless integration of digital solutions across postal access points. The strategy also supports sustainable postal development by increasing technical cooperation, public-private partnerships, and institutional capacities in order to promote economic and social inclusion, as well as contribute to the achievement of Sustainable Development Goals (SDGs) globally.

اختتمت اليوم أعمال الدورة الثامنة والعشرين لمؤتمر الاتحاد البريدي العالمي – دبي 2025، الذي استضافته دولة الإمارات العربية المتحدة على مدار أسبوعين في الفترة ما بين 8 – 19 سبتمبر 2025. وتوج المؤتمر بإجماع الدول الأعضاء على اعتماد استراتيجية الاتحاد البريدي العالمي للفترة 2026–2029 تحت اسم "استراتيجية دبي"، والتي ستمثّل خارطة الطريق العالمية الجديدة لرسم ملامح مستقبلية للقطاع البريدي العالمي، وترسيخ دوره في تسهيل الاتصال وتعزيز التجارة، في ظل التحولات المتسارعة التي تشهدها أنماط الاستهلاك وقطاع الخدمات اللوجستية والتجارة الإلكترونية والتقنيات الرقمية حول العالم.

وتجسّد "استراتيجية دبي" الرؤية المشتركة للدول الأعضاء نحو بناء مجتمع عالمي أكثر ترابطًا وشمولًا واستدامة، من خلال شبكة بريدية ذكية ومبتكرة، قادرة على دعم النمو الاقتصادي والاجتماعي وتحقيق أهداف التنمية المستدامة. وجاء اعتماد الاستراتيجية الجديدة بعد عمليات تشاورية هي الأكبر في تاريخ الاتحاد، شملت أكثر من 2200 مشاركًا من 192 دولة عضواً، ومجموعة واسعة من الجهات الفاعلة في القطاعين العام والخاص، مما عزّز من شمولية الاستراتيجية وعمق التوافق حولها.

وشهد ختام المؤتمر إسناد عمليات متابعة تنفيذ محاور "استراتيجية دبي" إلى دولة الإمارات، التي ستتولى الإشراف على تنفيذها من خلال "خطة عمل دبي"، بصفتها رئيس المجلس الإداري للاتحاد للسنوات الأربع المقبلة، والذي يتكوّن من 41 دولة عضوًا ويُعنى بالإشراف على أنشطة الاتحاد ومعالجة المسائل التنظيمية والإدارية والقانونية، في استحقاقٍ نوعي يعكس ثقة المجتمع الدولي بقدرتها على قيادة التغيير وتحفيز التعاون العالمي بما يضمن حوكمة فعّالة لمستقبل القطاع البريدي العالمي.

كما فازت الدولة بعضوية مجلس العمليات البريدية في الاتحاد البريدي العالمي للدورة 2026-2029 بحصولها على تأييد 144 دولة، في إنجاز جديد يعكس مكانتها الريادية على الساحة الدولية، وذلك بعد انتخابها ضمن قائمة الدول الأعضاء في اللجنة البريدية التي تضم 48 دولة من أصل 192 دولة عضوًا في الاتحاد. ويُعد مجلس العمليات البريدية الهيئة الفنية المتخصصة التي تتولى الإشراف على تطوير السياسات التشغيلية والخدمات البريدية، وتعمل على توحيد المعايير وتحسين الجودة وتعزيز التكامل بين الشبكات البريدية في مختلف أنحاء العالم، بما يسهم في بناء منظومة بريدية دولية أكثر كفاءة واستدامة.

وفي هذا الصدد، قال سعادة بدر سليم سلطان العلماء، رئيس مجلس إدارة سفن إكس (7X): "يمثل انتخاب دولة الإمارات لعضوية مجلس العمليات البريدية في الاتحاد البريدي العالمي تأكيدًا واضحًا على ريادتها وقدرتها على إعادة صياغة مستقبل الخدمات البريدية واللوجستية على مستوى العالم. ويُجسّد تنظيم الدورة الثامنة والعشرين للمؤتمر في دبي، إلى جانب قيادة تنفيذ "استراتيجية دبي"، التزام الدولة بدعم التوافق الدولي بما يسهم في تعزيز الاتصال والاستدامة والكفاءة. كما يمنحنا التكليف الجديد برئاسة المجلس الإداري للاتحاد للسنوات الأربع المقبلة صوتًا مؤثرًا في عمليات اتخاذ القرار داخل الاتحاد، ويتيح لنا توجيه المرحلة المقبلة من السياسات والتقنيات التي ستُشكّل ملامح هذا القطاع الحيوي. وانطلاقًا من رؤية قيادتنا الرشيدة، سنواصل ترسيخ مكانة الإمارات كمركز عالمي لتطوير الحلول المستدامة والتكنولوجيا الرقمية، وشريك موثوق في منظومة الاتحاد البريد العالمي."

وقد شهد المؤتمر إعادة انتخاب المدير العام للاتحاد البريدي العالمي، ماساهيكو ميتوكي، ونائبه، ماريان أوسفالد، لولاية جديدة تمتد لأربع سنوات، وهو ما يعكس رضا الدول الأعضاء عن أدائهما خلال الدورة الماضية، وثقتها في استمرارية نهج التطوير المؤسسي الذي يقوده الاتحاد. وقال ماسهيكو ميتوكي، المدير العام للاتحاد البريدي العالمي: "شكّل هذا المؤتمر لحظة تحوّل فارقة، ناقشنا خلالها التحديات وأعدنا صياغة دورنا في عالم يتسارع تغيّره، وجدّدنا التأكيد على القيم المشتركة التي توحّد مسيرتنا. وبهذه المناسبة، أتقدّم بخالص الامتنان والتقدير لحكومة دولة الإمارات العربية المتحدة على استضافتها الكريمة لهذا الملتقى الدولي البارز، الذي جمع نخبة من صنّاع القرار في القطاع البريدي."

وترتكز "استراتيجية دبي" للفترة 2026-2029 على رؤية شاملة تهدف إلى تعزيز التزام الدول الأعضاء بمعايير الجودة وتوسيع نطاق الوصول إلى وترسيخ نظام بريدي عالمي متكامل من خلال تطوير أطر تنظيمية وطنية فعالة. كما تولي الاستراتيجية الجديدة أهمية خاصة لتسريع وتيرة الابتكار والتحول الرقمي من خلال تطوير منتجات وخدمات جديدة تتمحور حول احتياجات المتعاملين، والاستجابة لتغيرات قطاع التجارة الإلكترونية، وتوفير خدمات رقمية عبر نقاط الوصول البريدي. كما تهدف الاستراتيجية إلى تعزيز التعاون، من خلال بناء القدرات على المستوى الإقليمي، وتوسيع فرص التعاون الفني، وتفعيل آليات الحوار والشراكات بين مختلف الجهات المعنية، بما يسهم في دفع عجلة تطوير القطاع البريدي عالميًا.

ومن خلال تحديث الأطر التنظيمية، وتعزيز سلاسل الإمداد العابرة للحدود، وضمان الالتزام بمعايير الجودة، تهدف الاستراتيجية الجديدة إلى تفعيل مفهوم "الإقليم البريدي الموحد"، بوصفه إطارًا تكامليًا يعزز التنسيق بين الدول الأعضاء ضمن منظومة عالمية منضبطة وفعّالة. وفي كلمته خلال الجلسة الختامية، أكّد طارق الواحدي، رئيس مؤتمر الاتحاد البريدي العالمي الثامن والعشرين والرئيس التنفيذي لسفن إكس (7X): "تمثل «خطة عمل دبي» تحوّلًا نوعيًا في طريقة عمل القطاع البريدي العالمي، حيث تتيح للدول الأعضاء تطوير خدماتها بما يتماشى مع أولوياتها الوطنية، وفي الوقت ذاته تضمن تناغم الجهود على المستوى الدولي. ونطمح خلال المرحلة المقبلة إلى بناء شبكة بريدية أكثر كفاءة وابتكارًا واستدامة، تُسهم في تمكين التجارة، وتعزيز التكامل الرقمي، ورفع جودة الحياة للمجتمعات."

وأضاف الواحدي: "تتمثّل النتائج الاستراتيجية التي نسعى لتحقيقها، من خلال رئاسة المجلس الإداري ومتابعة تنفيذ خطة العمل، في بناء منظومة بريدية أكثر مواءمة لاحتياجات الأسواق، تضمن تقديم خدمات نوعية، متاحة، ميسورة التكلفة، وقابلة للاستدامة. وسنعمل على تعزيز سلاسل الإمداد البريدية عبر الحدود، وتحفيز الابتكار في المنتجات والخدمات، وتطوير حلول سلسة ومتمحورة حول المتعاملين. كما سنسعى إلى ترسيخ دور القطاع في دعم الأهداف الاقتصادية والاجتماعية الوطنية، والمساهمة الفاعلة في تحقيق أهداف التنمية المستدامة، من خلال توسيع الشراكات، وتعزيز التكامل الإقليمي، والارتقاء بالبنية التحتية البريدية عبر التعاون والمساعدة الفنية"

وتضمّنت الاستراتيجية مؤشرات لقياس الأداء، من بينها رفع نسبة الدول التي تعتمد أطرًا تنظيمية متوافقة مع معايير الاتحاد، وزيادة عدد نقاط الوصول البريدي سنويًا، ونمو الإيرادات التشغيلية، وتحسين أداء الخدمات الدولية بما يتماشى مع معايير الجودة، فضلًا عن تعزيز التكامل بين السياسات البريدية وخطط التنمية الوطنية.

وشهد المؤتمر على مدار فترة انعقاده توقيع عدد كبير من مذكرات التفاهم بين الدول الأعضاء، وعقد لقاءات ثنائية ومتعددة الأطراف، وطرح مبادرات نوعية في مجالات الحوكمة والابتكار والاستدامة، ما يعكس الزخم الدولي الكبير المصاحب لاعتماد هذه الاستراتيجية. وترسّخ دولة الإمارات مكانتها شريكًا فاعلًا في قيادة مستقبل القطاع البريدي العالمي، ومساهمًا رئيسيًا في صياغة رؤية الاتحاد للسنوات القادمة، بما يعزّز من حضورها الدولي ويجسّد شعار المؤتمر: «قيادة التغيير لصناعة المستقبل».

The 28th Universal Postal Congress - Dubai 2025, hosted by the United Arab Emirates (UAE) over the past two weeks, concluded today with member countries unanimously adopting the Universal Postal Union’s (UPU) 2026–2029 Strategy, also known as the ‘Dubai Strategy’, serving as a global roadmap for the future of the postal industry and reaffirming its critical role in promoting trade and communication in light of the rapid transformation shaping the global logistics and eCommerce sectors.

The ‘Dubai Strategy’ reflects UPU member nations’ shared vision of an integrated, inclusive and sustainable global society empowered by a seamless, smart and innovative postal system that promotes social and economic development and supports the achievement of the Sustainable Development Goals (SDGs). The strategy is the result of the most comprehensive consultation process in UPU history, which involved over 2,200 participants from all 192 member countries as well as other public and private sector organisations. The collaborative process reflects broad consensus around the strategy and strengthens its inclusivity.

The UAE has also been appointed to supervise the implementation of the new strategy through the ‘Dubai Business Plan’ in its capacity as Chair of the UPU Council of Administration (CA) over the next four years. The Council, comprising 41 member states elected during the Congress, oversees the Union’s activities and addresses organisational, administrative, and legal matters, ensuring effective governance for the future of the global postal sector.

Furthermore, the UAE has won membership in the UPU’s Postal Operations Council (POC) for the 2026–2029 cycle after achieving 144 votes from member countries, marking another significant achievement that underscores its leading status on the international stage. The UAE was elected as one of 48 member states of the POC, selected from among the Union’s 192 member countries. The POC is the UPU’s specialised technical body, responsible for supervising the development of key operational policies and postal services, unifying standards,, improving quality and enhancing coordination among global postal networks to build a more efficient and sustainable international postal system.

H.E. Badr Al-Olama, Chairman of 7X, said: “The UAE’s election to the UPU Postal Operations Council represents a clear affirmation of our nation’s leadership in shaping the future of postal and logistics services worldwide. Hosting the 28th Universal Postal Congress in Dubai and spearheading the implementation of the 2026–2029 Strategy with the chairmanship of the Council of Administration, further demonstrates the UAE’s commitment to fostering consensus that delivers tangible improvements in connectivity, sustainability, and efficiency. The Congress re-elected UPU Director General Masahiko Metoki and Deputy Director General Marjan Oswald for a new four-year term, reflecting member countries’ satisfaction with their leadership and trust in the Union’s institutional development trajectory.

Masahiko Metoki, Director General of the Universal Postal Union, said, “This Congress has been more than a gathering. It has been a moment of transformation, during which we faced challenges head-on, redefined our role in a rapidly changing world, and reaffirmed the values that unite us. I would like to extend my deepest appreciation to the Government of the United Arab Emirates for generously hosting this important assembly of postal decision makers.”

The comprehensive ‘Dubai Strategy’ aims to enhance member countries’ dedication to quality standards, expand access to postal services, and strengthen the rules-based global postal system by establishing national regulatory frameworks. The strategy also prioritizes accelerating innovation and digital transformation by developing new customer-centric products and services, adapting to shifts in the eCommerce sector, and offering digital services at postal access points. Additionally, the vision aims to reinforce cooperation through regional capacity building, technical collaboration, and stakeholder engagement platforms that facilitate postal development.

By modernising regulations, enhancing cross-border supply chains, and ensuring greater compliance with quality standards, the ‘Dubai Strategy’ aims to leverage the single postal territory made possible through an effective, rules-based global postal system.

During the closing session, Tariq Al Wahedi, 28th Congress Chair and GCEO of 7X, stated: “The ‘Dubai Business Plan’ represents a significant transition in the way the global postal sector operates, enabling member countries to curate services in line with their national priorities while ensuring combined efforts at a global level. In the upcoming phase, we seek to create a more efficient, innovative and sustainable postal network that contributes to enabling trade, promoting digital integration and enhancing the quality of life of communities.”

Al Wahedi added: “By chairing the Council of Administration and overseeing the plan implementation, we seek to achieve strategic outcomes such as improved, market-relevant, multilateral systems that guarantee the provision of quality, accessible, affordable, viable postal services. We will make conscious efforts to strengthen customer-focused postal products, encourage innovation in products and services, and fortify cross-border postal supply chains. By expanding partnerships, strengthening regional integration and modernising the postal infrastructure through collaboration and technical assistance, we will also work to solidify the sector’s role in advancing national economic and social objectives and actively contributing towards achieving Sustainable Development Goals.”

The 2026–2029 Strategy includes KPIs, such as increasing the percentage of member countries with comprehensive postal regulatory frameworks aligned with UPU standards and guidelines; boosting the annual growth rate of postal access points to ensure seamless access for all; raising annual nominal growth in operating revenue (SDR); increasing the percentage of international postal items delivered end-to-end in accordance with applicable UPU quality of service standards; and raising the proportion of member countries that integrate the postal sector into their national development plans.

As a result of the significant international momentum that accompanied the adoption of this strategy, the Congress witnessed the signing of multiple memoranda of understanding between member countries, alongside bilateral and multilateral meetings, and the introduction of qualitative policy documents on governance, innovation and sustainability. By strengthening its global footprint and emulating the Congress’ theme, ‘Leading the Change, Creating the Future,’ the UAE further solidifies its position as an active partner in driving the future of the global postal industry, and a major contributor to achieving the Union’s vision in the coming years.

 أعلن قطاع التنظيم والتراخيص التابع للجنة تنظيم قطاع البريد عن إطلاق تعاون استراتيجي مع مؤسسة دبي للمستقبل لتوفير بيئة اختبار ديناميكية وآمنة لنماذج خدمات التوصيل المستقبلية ضمن مبادرة “ساندبوكس دبي” الهادفة لتطوير المنظومة التشريعية والابتكاريةوتوظيف أحدث الممارسات والتقنيات.

 
ويأتي هذا التعاون في إطار الجهود المشتركة للجهتين نحو تعزيز جاهزية المنظومة البريدية واللوجستية لمستقبل الاقتصاد الرقمي، وخلق بيئة تنظيمية تشجّع الابتكار وتعزّز موثوقية قطاع البريد والتوصيل السريع، إضافة إلى مواءمة الابتكار مع الامتثال وإتاحة التوسّع الآمن لحلول التوصيل الذكية داخل الدولة.

ويركز التعاون على اختبار نماذج عمل جديدة ضمن ظروف تشغيل واقعية تُولّد بيانات عملية حول الجدوى السوقية والاستدامة التشغيلية وملاءمة السياسات. ويأتي هذا التوجّه في إطار دعم أجندة دبي الاقتصادية D33 و«نحن الإمارات 2031»، وترسيخ مكانة الدولة بين رواد الحلول الاستباقية والابتكار الحكومي والاقتصادي.

وفي هذا الصدد، قال محمد خالد بن سليمان، المدير التنفيذي لقطاع التنظيم والتراخيص – لجنة تنظيم قطاع البريد: “نهدف من خلال شراكتنا مع مؤسسة دبي للمستقبل ضمن مبادرة «ساندبوكس دبي»على نقل العمل التنظيمي من ردّ الفعل إلى التنظيم الاستباقي. وباختبار نماذج اقتصاد العمل الحر، نضمن أن تكون تشريعاتنا عملية ومرنة وقابلة للتوسّع وتواكب احتياجات السوق وتطوّراته، ونبني في الوقت نفسه بيئة مفتوحة تدعم الابتكار والإبداع في دولة الإمارات. ولتحقيق مثل هذا التقدم، نتعاون مع منظمات متخصصة تمتلك الخبرات العالمية والحلول العملية لدعم جهودنا في تطوير الأطر التنظيمية.”

The Regulatory and Licensing Sector of the Postal Sector Regulatory Committee has forged a strategic partnership with Dubai Future Foundation to provide a dynamic and secure testing environment for emerging delivery models under the Sandbox Dubai initiative.
The partnership reflects the commitment of both entities to thoroughly equip the postal and logistics ecosystem for the future digital economy, while promoting a regulatory environment that balances innovation with market safety. The collaboration further seeks to align innovation with compliance, paving the way for seamless and safe expansion of smart delivery solutions in the United Arab Emirates (UAE).

The current phase focuses on testing new delivery models, conducted in real-world conditions to generate insights on market viability and operational sustainability. This contributes to the Dubai Economic Agenda D33 and We the UAE 2031 vision, reinforcing the UAE’s leading position as one of the pioneers in developing proactive solutions in government and economic innovation.

Mohamed Khalid Bin Sulaiman, Chief Regulatory and Licensing Officer at the Regulatory and Licensing Sector - Postal Sector Regulatory Committee, said: “Through this collaboration with Dubai Future Foundation under the Sandbox Dubai, we aim to shift from reactive to proactive regulation. عقدت لجنة تنظيم قطاع البريد مجلس المتعاملين الخاص بها ضمن الدورة الثانية لبرنامج تصفير البيروقراطية، والذي جمع ممثلي الشركات العاملة في قطاع البريد والتوصيل السريع من أعضاء اللجنة الاستشارية، بهدف الاستماع إلى مقترحاتهم وملاحظاتهم، واستعراض التحديات والفرص المتاحة، ويأتي ذلك من منطلق تعميق الشراكة بين القطاعين العام والخاص، والخروج بحزمة من الأفكار والتوصيات لوضع حلول عملية لتبسيط الإجراءات ومتطلبات الامتثال غير الضرورية تماشيًا مع التوجيهات الحكومية لتصفير البيروقراطية الحكومية.

واستعرضت اللجنة خلال فعاليات المجلس أبرز مبادراتها التنظيمية الرامية إلى تطوير مستوى الخدمات وترسيخ بيئة تنافسية عادلة، وتشجيع انخراط الشركات في المنظومة اللوجستية، بما يتماشى مع جهود الدولة الداعمة للتحول الرقمي واستحداث سياسات استباقية ومرنة.

وانعقد المجلس بحضور معالي سلطان بن سعيد المنصوري، رئيس لجنة تنظيم قطاع البريد، وعدد من أعضاء اللجنة وقيادات قطاع التنظيم والتراخيص، وبمشاركة مجموعة من الشركات العاملة في قطاع البريد والتوصيل السريع، وذلك بالتزامن مع استضافة دولة الإمارات لأعمال الدورة الثامنة والعشرين لمؤتمر الاتحاد البريدي العالمي – دبي 2025، بما يعكس تكامل الجهود الوطنية لتطوير القطاع وترجمة شعار المؤتمر «قيادة التغيير لصناعة المستقبل» إلى مبادرات عملية تعزز جاهزية الدولة لمواكبة المتغيرات العالمية في الخدمات البريدية واللوجستية.

وفي هذه المناسبة، أكد معالي سلطان بن سعيد المنصوري: “يجسّد انعقاد المجلس النهج الحكومي القائم على الشراكة مع القطاع الخاص وفتح قنوات التواصل المباشرة لفهم تحدياته وإشراكه في العملية التشريعية، حيث يشكل قطاع البريد والتوصيل السريع أحد المُمكّنات الرئيسة للاقتصاد الوطني والتجارة الإلكترونية والخدمات الحكومية، ويمثل رافعة مهمة لتحقيق مستهدفات الدولة وعلى رأسها رؤية «نحن الإمارات 2031». ومع استضافة مؤتمر الاتحاد البريدي العالمي، ننخرط في حوار عالمي مؤكدين التزامنا بتطوير بيئة تنظيمية أكثر مرونة وابتكارًا تدعم نمو القطاع وتعزز مكانة الدولة كمركز عالمي للخدمات اللوجستية والبريدية”.

The Postal Sector Regulatory Committee organised a ‘Customer Council’ session as part of the second phase of the Zero Government Bureaucracy Programme. The Council reviewed the feedback and proposals put forth by the attendees, reviewing key challenges and opportunities, strengthening public–private partnerships, and formulating ideas and recommendations that offer practical solutions to streamline procedures and eliminate unnecessary compliance requirements, in line with the government’s zero bureaucracy goals.

The Committee presented the Council attendees with its key regulatory initiatives designed to improve service standards, foster a fair competitive environment and encourage start-ups to join the logistics ecosystem, aligning with the UAE’s vision for digital transformation as well as the adoption of proactive and flexible policies.

The ‘Customer Council’ session was attended by His Excellency Sultan bin Saeed Al Mansoori, Chairman of the Postal Sector Regulatory Committee, as well as several other Committee members, senior leaders from the Regulatory and Licensing Sector and leading industry players. Held during the 28th Universal Postal Congress – Dubai 2025, the session focused on ongoing national efforts to advance the sector, translating the Congress theme: ‘Leading the Change, Creating the Future,’ into practical initiatives that enhance the UAE’s readiness to keep pace with global developments in postal and logistics services.

His Excellency Sultan bin Saeed Al Mansoori said: “Today’s event underscores the need for a comprehensive national approach for establishing direct channels of communication to better understand the private sector’s challenges and embed the same in the legislative process. The postal and CEP sector is one of the key enablers of the national economy, eCommerce, and government services. It plays a crucial role in advancing national objectives, foremost among them being the ‘We the UAE 2031’ vision. Through the Universal Postal Congress, we are facilitating global discourses, while remaining committed to building an agile, innovation-friendly regulatory environment that supports sustainable growth and further strengthens the UAE’s position as a global hub for logistics and postal services.”

اختتمت اليوم أعمال الأسبوع الأول من مؤتمر الاتحاد البريدي العالمي الثامن والعشرين – دبي 2025، الذي تستضيفه دولة الإمارات تحت شعار «قيادة التغيير لصناعة المستقبل» بمشاركة وفود من 192 دولة عضوًا في الاتحاد البريدي العالمي. وشكّل هذا الأسبوع محطة هامّة لتحديد القضايا ذات الأولوية وبناء توافق دولي حول أبرز الملفات التي ستعتمد في المؤتمر والممهّدة لإقرار استراتيجية الاتحاد للفترة 2026 – 2029 والتي ستحمل اسم «استراتيجية دبي».

وشهد الأسبوع الأول جلسات عمل رفيعة المستوى، من بينها قمة القادة العالميين للاتحاد البريدي العالمي التي أرست أجندة طموحة لمستقبل القطاع البريدي واللوجستي، وركزت على تسريع التحول الرقمي من خلال تبني تقنيات الذكاء الاصطناعي والحلول المبتكرة للتجارة الإلكترونية، ومناقشة أهمية تطوير الحوكمة والتشريعات بما يواكب المتغيرات ويضمن التشغيل المتكامل على مستوى الشبكات العالمية. كما تناولت مواضيع الاستدامة وتعزيز كفاءة سلاسل الإمداد والشمول المالي وتمكين الخدمات البريدية والمالية وغيرها من المواضيع.

وبرزت دولة الإمارات خلال الأسبوع الأول كقوة دافعة للمؤتمر، حيث قاد الوفد الممثل للدولة اجتماعات استراتيجية حول مستقبل الخدمات البريدية واللوجستية، مؤكدين على أهمية بناء شبكات متكاملة تتيح تبادل البيانات وتبسيط عمليات التجارة الإلكترونية وتدعم أهداف التنمية المستدامة.

ومع نهاية الأسبوع الأول، تتهيأ الوفود للانتقال إلى المرحلة الحاسمة من المؤتمر التي ستشهد اعتماد القرارات النهائية والتصويت على استراتيجية دبي وانتخاب أعضاء المجالس، إلى جانب استكمال النقاشات حول آليات التنفيذ والمتابعة. ومن المتوقع أن يفضي الأسبوع الثاني إلى إعلان مجموعة من المبادرات والاتفاقيات الثنائية ومتعددة الأطراف التي تعزز التعاون الدولي في القطاع.

The first week of the 28th Universal Postal Congress – Dubai 2025, being held under the theme ‘Leading the Change, Creating the Future’, concluded today, convening delegations from 192 Universal Postal Union (UPU) member countries. It helped identify priority issues and forged international consensus on key agenda items to be adopted at the Congress, paving the way for the approval of the Union’s strategy for 2026–2029, named the ‘Dubai Strategy.’

In its first week, the Congress featured several high-level sessions, including the UPU Global Leaders Summit, setting an ambitious vision for the future of the postal and logistics sector. The discussions primarily revolved around accelerating digital transformation through the adoption of artificial intelligence technologies and innovative eCommerce solutions. Moreover, they highlighted the importance of developing robust governance and regulatory frameworks to keep pace with evolving trends and ensure seamless global network operations. Key themes like sustainability, enhancing supply chain efficiency, financial inclusion, and the empowerment of postal and financial services were also explored.

The event spotlighted the UAE’s role as an integral facet of the Congress, with the nation’s delegation leading strategic discussions on the future of postal and logistics services. They also underscored the importance of developing integrated networks that facilitate data exchange, streamline eCommerce operations, and support sustainable development goals.

Following the conclusion of the event’s first week, delegates are now preparing for the next phase of the Congress, during which final decisions, voting on the Dubai Strategy, and election of councils members will be completed, while continuing the discussions on the strategy’s implementation and follow-up mechanisms. Furthermore, several important initiatives as well as bilateral and multilateral agreements will be announced during the second week, with an aim to further strengthen international cooperation within the sector.
