        منذ تأسيس دولة الإمارات العربية المتحدة، شكّلت البنية التحتية دعامةً أولى في مشروع البناء الوطني، غير أن الرؤية الإماراتية لم تكتفِ بالتشييد، بل جعلت من كل بنية أساسًا للتمكين، ومن كل خدمة تقليدية بوابةً إلى المستقبل. ومن بين هذه المؤسسات، ينهض البريد اليوم بدورٍ يتجاوز النقل والتوصيل، ليصبح أحد ركائز الاقتصاد الرقمي، وأداة فاعلة في تحقيق التنمية الشاملة.

لقد ارتبط البريد في بداياته بنقل الرسائل، لكنه بات في يومنا هذا جزءًا لا يتجزأ من المنظومات التجارية، وسلاسل الإمداد، وخدمات الحكومة الذكية، وهو ما ترسّخه توجيهات القيادة الرشيدة في دولة الإمارات، حينما أكّد صاحب السمو الشيخ محمد بن راشد آل مكتوم، رعاه الله، أن الابتكار في تقديم الخدمات ليس خيارًا، بل هو ركيزة لاستدامة التقدم.

وفي هذا الإطار، لا يمكن الحديث عن منظومة بريدية عالمية دون التوقف عند الاتحاد البريدي العالمي، الذي يُعد الجهة الأممية المنظّمة للقطاع على مستوى 192 دولة. وتفخر دولة الإمارات بعضويتها الفاعلة في الاتحاد منذ عام 1973، ومشاركتها في مجلس العمليات البريدية، حيث تمثل الدولة صوتًا مؤثرًا في صياغة مستقبل الخدمات البريدية عالمياً.

أما محليًا، فقد أصبح البريد الإماراتي رافدًا رئيسيًا في تمكين الخدمات الحكومية، عبر حلول رقمية متقدمة، من أبرزها خدمة صندوق البريد الرقمي "وين"، والتي تُجسّد التحول من نموذج العنوان الفيزيائي إلى منظومة تكاملية تُسهّل الوصول إلى الأفراد والمؤسسات، وترتبط بأنظمة الهوية الوطنية والدفع والخدمات العامة.

إن ما نشهده اليوم ليس مجرّد تحديث لخدمة تقليدية، بل إعادة تعريف جذرية لوظيفة البريد؛ فالشبكات البريدية التي كانت تربط المدن، أصبحت اليوم تربط الاقتصادات، والمنصات التي كانت تنقل الرسائل، أصبحت تنقل القيمة، وتتيح فرصاً للمشاريع الصغيرة، وتفتح آفاقًا غير مسبوقة للشمول المالي واللوجستي.

ومن موقعها في الاتحاد البريدي العالمي، تواصل دولة الإمارات الإسهام في تطوير الأطر الناظمة، ودفع المبادرات الداعمة للتحول الرقمي، وتعزيز كفاءة التجارة الإلكترونية، بما يتلاءم مع استراتيجيتها الوطنية للتحوّل الاقتصادي القائم على الابتكار والمعرفة.

لقد تجاوز البريد الإماراتي دوره التقليدي، وأصبح أداةً وطنية فاعلة في دعم التحوّل الرقمي، وتمكين الاقتصاد، وتيسير حياة الأفراد والمجتمعات. ومن خلال منظومة متكاملة ترتبط بالبنية التحتية، والخدمات الحكومية، والشبكات الدولية، يواصل البريد أداء رسالته في خدمة الدولة، وتعزيز مكانتها ضمن الدول الرائدة في الابتكار والكفاءة واستشراف المستقبل.

الخدمات الحكومية والمالية والرقمية، ما أدى إلى تحسين مستويات المعيشة وسد
الفجوات في الخدمات الأساسية. وأطلق البريد الإيطالي تطبيقاً يتيح للمواطنين تنفيذ
عدد كبير من الخدمات الحكومية والمالية من خلال منصة واحدة مرتبطة بالبريد. وفي
الولايات المتحدة، بدأت نقاشات جدية حول دور البريد في دعم الشمول المالي، من خلال
تقديم خدمات مالية أساسية لملايين المواطنين الذين لا يملكون حسابات مصرفية</span><span lang="AR-AE">. و</span><span lang="AR-SA">وفقًا لدراسة صادرة عن مكتب المفتش العام للخدمة
البريدية الأمريكية*، فإن 40% من المشغلين البريديين الأعضاء يقدمون خدمات حكومية
ومالية من خلال مراكزهم، لتؤكد أن البريد لم يعد مجرد ناقل للمراسلات، بل شريك
حقيقي في التنمية الوطنية.</span></p><p dir="RTL"><span lang="AR-SA">وفي دولة الإمارات العربية المتحدة، حيث تقود الحكومة مسيرة التحول الرقمي
والارتقاء بجودة الخدمات الحكومية، فإن بريد الإمارات يملك المقومات والبنية
التحتية والمكانة المجتمعية التي تؤهله لأن يكون جزءًا من هذه المعادلة المتقدمة.
ومن خلال إعادة تصميم المراكز البريدية كمراكز خدمات مجتمعية متكاملة، يمكننا أن
نقدم خدمات الشحن والتوصيل بالتعاون مع شركات القطاع الخاص، ونوفر خدمات حكومية
ذكية، ونسهّل على المتعاملين الخدمات الرقمية والمصرفية، خاصةً في المناطق التي لا

services, improving living standards and bridging gaps in essential service
delivery. The Italian Post introduced an application, which enables citizens to
access a wide range of government and financial services through a single
postal-linked platform. In the United States, serious discussions have
commenced around the postal sector's role in supporting financial inclusion and
offering fundamental financial services to millions of unbanked citizens.
According to a study by the U.S. Postal Service Office of Inspector General
(OIG)*, 40 per cent of postal operators provide various government and
financial services through their centres, highlighting the postal sector's
transformation from being just a carrier of correspondence to becoming a true
partner in national development.<o:p></o:p></span></p><p style="margin-top:0in;margin-right:0in;margin-bottom:12.0pt;margin-left:
0in;text-align:justify"><span lang="EN-GB" style="font-family:&quot;Hacen Algeria&quot;">In

digital innovations. According to the Integrated Index for Postal Development
2024 (2IPD)* issued by the Universal Postal Union (UPU), &nbsp;the UAE demonstrated a reliability rate of
over 90 per cent, reflecting enhanced delivery performance in terms of service
speed and predictability by mail class. In addition, the country recorded a reach
rate nearing 90 per cent, which evaluates the level of postal connectivity and international
exchange volumes &nbsp;with the rest of the
world.<o:p></o:p></span></p><p><b><span>Paving
way for postal sector's digital transformation<o:p></o:p></span></b></p><p><span>In today's fast-paced world, geographical expansion
of postal services alone is no longer sufficient. The future lies in digital
transformation within the sector and Emirates Post is keen on leveraging smart

للجنة تنظيم قطاع البريد، تستهدف أكثر من&nbsp;١٦٠&nbsp;</span><span>شركة خاصة عاملة في قطاع البريد
والتوصيل السريع، عبر تقديم برامج تدريبية ومبادرات توظيفية تعزز مشاركة المواهب الإماراتية
في هذا القطاع الحيوي.</span></p><p dir="RTL"><span lang="AR-SA">كما تنظم لجنة تنظيم قطاع البريد ورش عمل دورية لضمان
وصول القوانين والتحديثات إلى جميع الشركات العاملة في القطاع، وتمكينها من الامتثال
لأفضل الممارسات. ومن أبرز هذه الجهود تنظيم ورشة عمل بعنوان "التوطين في قطاع
البريد والتوصيل السريع"، بالتعاون مع وزارة الموارد البشرية والتوطين ومجلس تنافسية
الكوادر الإماراتية (نافس) ومجلس تنمية الموارد البشرية الإماراتية، وذلك في إطار تعزيز
الوعي بالقوانين الناظمة لنسبة التوطين في شركات القطاع الخاص، وآليات تحقيق المستهدفات
المطلوبة وكيفية الاستفادة من الدعم الذي يوفره "نافس".<o:p></o:p></span></p><p><span lang="AR-SA" dir="RTL">إن رؤية دولة الإمارات في تعزيز

talents to easily enter the workforce by equipping them with the requisite
tools to excel, innovate, lead, and thrive. These concerted efforts have

sectors including logistics, courier, express and parcel services (CEP), have

the UAE's Emiratisation goals. A recent example is the Memorandum of
Understanding (MoU) signed between the Emirati Human Resources Development
Council (EHRDC) in Dubai and the Regulation and Licensing Sector, operating under
the Postal Sector Regulatory Committee (PSRC). The agreement targets over 160
private companies in the CEP sector providing training programmes and
employment initiatives to encourage Emirati participation in this vital industry.<o:p></o:p></span></p><p class="MsoNormal" style="text-align:justify;line-height:normal"><span lang="EN-GB" style="font-family:Cairo;mso-ansi-language:EN-GB">Moreover, the PSRC
regularly organises workshops to ensure that private sector companies have
access to the latest regulatory updates and best practices. One such key
initiative was the workshop titled 'Emiratisation in the CEP Sector', held in
collaboration with MoHRE, the Emirati Talent Competitiveness Council (NAFIS)
and the EHRDC. The workshop was designed to raise awareness on Emiratisation laws
for the private sector, </span><span lang="EN-US" style="font-family:Cairo">clarifying
key compliance requirements, and highlighting the support available through
